GAO reviewed the Department of Health and Human Services, Centers for Medicare & Medicaid Services' (CMS) new rule on the Medicare Program, medical loss ratio requirements for the Medicare Advantage and the Medicare Prescription Drug Benefit programs. GAO found that (1) the final rule for the Medicare Advantage (Part C) and prescription drug (Part D) programs make changes as required by the Patient Protection and Affordable Care Act (Pub. L. No. 111-148), as amended by the Health Care and Education Reconciliation Act (Pub. L. No. 111-152) (Reconciliation Act), also known collectively as the Affordable Care Act; and (2) CMS complied with applicable requirements in promulgating the rule.
