GAO reviewed the Department of Transportation, Federal Motor Carrier Safety Administration's (FMCSA) new rule on the New Entrant Safety Assurance Program. GAO found that (1) the rule amends the New Entrant Safety Assurance Program regulations to raise the standards of compliance for passing the new entrant safety audit, and clarifies changes to some of the existing new entrant regulations and establishes a separate new entrant application procedure and safety oversight program for non-North America-domiciled motor carriers; and (2) FMCSA complied with applicable requirements in promulgating the rule.
