GAO reviewed the Federal Motor Carrier Safety Administration's (FMCSA) rule on driver rest and sleep for safe operations. GAO found that the (1) final rule would increase the required time off duty from 8 to 10 consecutive hours, prohibit driving after the end of the 14th hour after the driver began work, allow an increase in driving time from 10 to 11 hours, allow drivers to restart the 60- and 70-hour clock after taking 34 hours off duty; and (2) FMCSA complied with the applicable requirements in promulgating the rule.
