GAO reviewed the Health Care Financing Administration's (HCFA) new rule on Medicaid upper payment limits for health care facilities. GAO noted that (1) the rule would establish an aggregate upper limit that applies payments made to government facilities that are not state government-owned or operated, and a separate aggregate upper limit on payments made to privately-owned and operated facilities, and (2) HCFA complied with applicable requirements in promulgating the rule.
