These rules of procedure are hereby adopted and promulgated pursuant to Government Accountability Office Procurement Order No. 0625.1; letter dated September 15, 2005 of the Capitol Preservation Commission and the Committees on Appropriations of the U.S. Senate and the U.S. House of Representatives; and letter dated February 14, 2006 of the House Office Building Commission. The rules are for cases filed before Oct 1, 2007.
