A Congressman requested GAO's comments on a bill to authorize the United States Maritime Commission to grant to the East Bay Municipal Utility District an easement for the contruction and operation of an interceptor sewer pipe line in and under certain Government-owned lands comprising a part of the Maritime Alameda Shipyard in Alameda, California.
