Please note that a lapse in appropriations has caused GAO to shut down its operations. Highlights

An Authorized Certifying Officer of the National Labor Relations Board requested GAO's opinion concerning whether a voucher in the amount of $6.50 may be certified for payment. GAO noted that the conference registration fee was severable from the fee for the luncheon. Accordingly, GAO held that the voucher may not be certified for payment.
