The Forest Service requested an opinion concerning whether it had the authority to certify for payment a voucher for photographic services. GAO held that normally photographs of personnel would be considered a personal expense. However, in view of the fact that these photographs were to be used in making mats in connection with public addresses and other news items regarding the work of the Forest Service, the voucher may be certified for payment.
