Comments on Proposed Model Rules To Implement Equal Access to Justice Act

Because GAO does not conduct adversary adjudications under the Administrative Procedure Act, it had no special expertise to offer with respect to most of the policy issues raised in the proposed draft rules to implement the Equal Access to Justice Act. GAO believes the draft rules to be a sincere attempt to implement the congressional intent.
