Local Telephone Calls--Charges for Calls from Hotel Rooms in Excess of Usual 5-Cent Rate

The Department of Commerce requested GAO's opinion as to whether the General Accounting Office may properly disallow payment for the difference between 5 and 10 cent local telephone calls made by Government employees.
