Pay--Promotions--Effective Date--Members of Army Nurse Corps

The Army requested GAO's opinion on whether it is authorized to make payment on a voucher in favor of a chief nurse covering difference in pay between second lieutenant and first lieutenant for the period of July 14, 1942, date of order announcing her promotion and July 23, 1942, date preceding execution of new oath of appointment.
