GAO reviewed the Consumer Financial Protection Bureau's (CFPB) new rule entitled "Debt Collection Practices (Regulation F); Deceptive and Unfair Collection of Medical Debt." GAO found that this rule is an advisory opinion issued to remind debt collectors of their obligation to comply with the Fair Debt Collection Practices Act (FDCPA) and Regulation F's prohibitions on false, deceptive, or misleading representations or means in connection with the collection of any medical debt and unfair or unconscionable means to collect or attempt to collect any medical debts.

Enclosed is our assessment of CFPB's compliance with the procedural steps required by section 801(a)(1)(B)(i) through (iv) of title 5 with respect to the rule.
