GAO reviewed the Financial Stability Oversight Council's (Council) new rule entitled "Guidance on Nonbank Financial Company Determinations." GAO found that the final rule describes the process the Council intends to undertake in determining whether to subject a nonbank financial company to prudential standards and supervision by the Board of Governors of the Federal Reserve System under section 113 of the Dodd-Frank Wall Street Reform and Consumer Protection Act. Pub. L. No. 111-203, title I, § 113, 124 Stat. 1376, 1398–1402 (July 21, 2010), codified at 12 U.S.C. § 5323.
