Environmental Protection Agency: National Primary Drinking Water Regulations: Lead and Copper Rule Revisions

Highlights

GAO reviewed the Environmental Protection Agency's (EPA) new rule entitled "National Primary Drinking Water Regulations: Lead and Copper Rule Revisions." GAO found that the final rule (1) revises the National Primary Drinking Water Regulation for lead and copper under the authority of the Safe Drinking Water Act; (2) will better identify high levels of lead, improve the reliability of lead tap sampling results, strengthen corrosion control treatment requirements, expand consumer awareness, and improve risk communication; (3) requires, for the first time, community water systems to conduct lead-in-drinking-water testing and public education in schools and child care facilities; and (4) will accelerate lead service line replacements by closing existing regulatory loopholes, propelling early action, and strengthening replacement requirements.
