GAO reviewed the Department of the Treasury, Internal Revenue Service's, Department of Labor, Employee Benefits Security Administration's and the Department of Health and Human Services' new rules on health reimbursement arrangements (HRA) and other account-based group health plans. GAO found that the final rules (1) make changes to rules under various provisions of the Public Health Service Act, the Employee Retirement Income Security Act, and the Internal Revenue Code regarding HRAs and other account-based group health plan; (2) allow integrating HRAs and other account-based group health plans with individual health insurance coverage or Medicare, if certain conditions are satisfied (an individual coverage HRA); and (3) also set forth conditions under which certain HRAs and other account-based group health plans will be recognized as limited excepted benefits.
