Blue Rock Structures, Inc. protested the award of contracts to six other firms by the Department of the Navy for construction services at the Marine Corps Air Station (MCAS), Cherry Point, North Carolina. The protester contented that the source selection authority's (SSA) "best value" determination was flawed.
