That the parent company would have significant involvement in the proposed effort. Hot Shot principally asserts that CSS was not eligible for award. Award was to be made to the responsible small business offeror whose conforming proposal was most advantageous to the government. The past performance factor was slightly more important than the technical/offeror's capabilities factor. The two factors combined were equal in weight to price. Five proposals were received in response to the solicitation. All were included in the competitive range.
