A firm protested the terms of a Department of the Army solicitation for rental and servicing portable latrines at Fort Bragg, Fort Drum, and Fort Campbell, and certain waste removal services at Fort Campbell, contending that the bundling of portable latrine rental and servicing with the other waste removal services at Fort Campbell unduly restricts competition. GAO held that the Department of the Army has not shown that bundling the services is necessary to meet its needs. Accordingly, the protest was sustained, and GAO recommended that the Army resolicit its requirements for Fort Campbell without bundling portable latrine services with the other removal services and reimburse the protester the cost of filing and pursuing the protest, including attorney's fees.
