A firm protested an Air Force contract award for the replacement of livestock gates, contending that the Air Force did not properly consider its past performance. GAO held that the Air Force reasonably rated the protester's past performance as "neutral with unknown confidence," where the record showed that the protester failed to submit in its own proposal required detailed information showing that it had performed contracts relevant to the solicited effort. Accordingly, the protest was denied.
