Two firms protested a Department of Education contract award for private collection agency services, contending that Education improperly evaluated their proposals with respect to past performance. GAO held that Education's reevaluation of the protesters' past performance was reasonable, consistent with the solicitation's stated evaluation criteria, and fully supported. Accordingly, the protests were denied.
