A firm protested the Bureau of Prisons' (BOP) rejection of its proposal for a residential community sanctions center, contending that BOP had no reasonable basis for eliminating its proposal from the competitive range. GAO held that BOP reasonably eliminated the protester's proposal from the competitive range, since the protester failed to provide valid proof of compliance with the solicitation's requirements. Accordingly, the protest was denied.
