Highlights

A firm protested an Army Corps of Engineers contract award for aircraft processing ramp design and construction, contending that the: (1) Corps improperly evaluated proposals; and (2) awardee would exceed the solicitation's subcontracting limitation. GAO held that the: (1) Corps reasonably determined that portions of the protester's proposal did not comply with the solicitation's formatting requirements; and (2) awardee's compliance with the limitation was a matter of either bidder responsibility or contract administration, which it would not consider. Accordingly, the protest was denied.
