A firm protested the Navy's rejection of its bid for weapons sights, contending that the Navy improperly excluded its proposal from the competitive range. GAO held that the: (1) Navy properly excluded the protester's proposal from the competitive range, since the Navy reasonably concluded that there were significant deficiencies in the protester's proposal; and (2) protester would have had to submit an almost entirely new proposal to correct the technical deficiencies. Accordingly, the protest was denied.
