A firm protested three Navy contract awards for construction services, contending that the Navy improperly evaluated its experience and past performance, since the Navy's past performance rating failed to reflect the experience of its mentor. GAO held that the Navy was not required to impute to the protester the totality of its proposed mentor's experience and past performance, since the mentor was not expected to play a major role in the performance of the contract. Accordingly, the protest was denied.
