Omega World Travel, Inc.

A firm protested a Department of the Air Force contract award for commercial travel services, contending that there were improprieties in the Air Force's evaluation of the proposals. GAO held that: (1) the source selection official reasonably determined that the proposal rated "blue/excellent" by four evaluators and "green/acceptable" by one evaluator should be rated "blue/excellent" overall for that evaluation factor, and (2) the solicitation provided for award without discussions. Accordingly, the protest was denied.
