A firm protested a Forest Service purchase order for fuel moisture sticks, contending that it should have won the award, since its price was lower than the awardee's price. GAO held that the Forest Service reasonably determined that the awardee's higher-priced, technically superior bid represented the best value to the government. Accordingly, the protest was denied.
