Highlights

A firm protested a Social Security Administration (SSA) order for a videotape production, contending that its quotation was rated the highest technically. GAO held that the contracting officer: (1) performed a rational assessment of the competing quotations; and (2) reasonably determined that the price premium associated with the protester's bid was not justified given that the awardee's bid was technically acceptable. Accordingly, the protest was denied.
