Highlights

A firm protested a Defense Supply Center (DSC) contract award for insecticide, contending that DSC: (1) misapplied the past performance evaluation; and (2) improperly awarded the contract to the awardee. GAO held that DSC: (1) properly applied its past performance evaluation, since it weighted past performance and price equally; and (2) properly awarded the contract to the awardee, since its record for timely delivery was worth the slightly higher price. Accordingly, the protest was denied.
