[Protest of Marine Corps Contract Award for Aircraft Fuel Nozzle Test Stands]

A firm protested a Marine Corps contract award for aircraft fuel nozzle test stands, contending that the: (1) solicitation did not state that a preference would be given to the bidder that previously manufactured the same type of test stand; and (2) Marine Corps improperly assigned it the minimum score for life expectancy. GAO held that the: (1) awardee reasonably received a higher past performance score than the protester; and (2) Marine Corps reasonably assigned the minimum score to the life expectancy of the protester's product, since the protester offered the minimum required life expectancy without providing a methodology that may have supported a longer life expectancy claim. Accordingly, the protest was denied.
