[Protest of AID Task Order for Technical Assistance Services]
Highlights
A firm protested an Agency for International Development (AID) task order for technical assistance, contending that: (1) AID's competition for the task order was flawed because AID did not follow the stated evaluation criteria and scoring scheme; (2) AID misevaluated its technical proposal; and (3) GAO should consider its protest as an exception to the regulations governing task order competitions. GAO held that: (1) AID conducted the task order competition in accordance with statute and regulation; (2) AID properly evaluated the protester's bid; and (3) the protest was not an exception to the bid regulations, since the protester would be eligible to compete for future task orders under its contract. Accordingly, the protest was dismissed.
