A firm protested a Department of Veterans Affairs (VA) blanket purchase agreement (BPA) for glucose monitoring products, contending that VA improperly bundled the requirements of this BPA with the requirements of another BPA. GAO held that the BPA made with the awardee was not legally objectionable, since there was no statute or regulation that precluded VA from including a conditional discount for other products sold by the awardee under another BPA. Accordingly, the protest was denied.
