A firm protested a Navy contract award for ocean towing services, contending that the awardee's low-priced proposal was not eligible for award, since its tugboats were not Coast Guard-inspected prior to contract award. GAO held that: (1) the Navy reasonably evaluated the bids in accordance with the solicitation's evaluation criteria; and (2) compliance with the Coast Guard inspection provision was a matter of contract administration and, therefore, not subject to GAO review. Accordingly, the protest was dismissed.
