A firm protested a Navy contract award for information processing support services, contending that the Navy improperly evaluated its proposal. GAO held that the: (1) bid evaluation was reasonable and consistent with the solicitation's evaluation criteria; and (2) solicitation stated that award would be made on the basis of initial proposals without conducting discussions.
