[Protest of Navy Contract Award]

Highlights

A firm protested a Navy contract award, contending that the awardee: (1) would be unable to perform the contract; and (2) failed to submit a valid bid bond. GAO held that: (1) the protester was not sufficiently interested to protest the award, since it would not be in line for award even if its protest was sustained; and (2) it would not review the Navy's affirmative responsibility determination. Accordingly, the protest was dismissed.
