A firm protested a Navy contract award for testing support services, contending that the Navy improperly: (1) evaluated its bid on the basis of its proposed staffing level and experience; and (2) adjusted its costs upward in evaluating its bid price. GAO held that: (1) the Navy properly considered the protester's proposed personnel experience in evaluating its bid; and (2) it would not consider the protest regarding the cost analysis, since the protester submitted a technically unacceptable bid. Accordingly, the protest was denied.
