[Protest of Defense Commissary Agency Bid Rejection]

A firm protested the Defense Commissary Agency's (DCA) rejection of its bid. GAO held that DCA properly rejected the protester's bid, since the: (1) protester was not the actual bidder; and (2) actual bidder was ineligible for contract award. Accordingly, the protest was dismissed.
