A firm protested the Commodity Credit Corporation's (CCC) rejection of its bid for ocean freight services, contending that CCC improperly used another carrier's rate information to determine the lowest cost for awarding commodities contracts. GAO held that it would not review the matter, since the quotes that CCC received did not result in a transportation contract. Accordingly, the protest was dismissed.
