[Request for Reconsideration of Protest of Navy Contract Award]

An individual requested reconsideration of his dismissed protest of a Navy contract award. GAO had held that the protester failed to state a valid basis of protest, since he did not challenge the Navy's evaluation of the awardee's technical proposal. In his request for reconsideration, the protested contended that he raised the issue of the Navy's evaluation after he filed his original protest. GAO held that the protester untimely filed his protest of the Navy's evaluation more than 10 days after he knew the basis of protest. Accordingly, the original decision was affirmed.
