Highlights

A firm protested a Navy contract award, contending that the awardee submitted an unreasonably low bid. GAO held that: (1) the protester untimely filed its protest more than 10 days after it learned of initial adverse action on its agency-level protest; (2) the protester failed to provide a valid basis for protest; and (3) it would not review the Navy's affirmative determination of the awardee's responsibility. Accordingly, the protest was dismissed.
