A firm protested the Air Force's decision to perform architectural-engineering services in-house, contending that the Air Force failed to conduct a proper cost comparison. GAO held that the Air Force: (1) reasonably cancelled the solicitation after it reduced its requirements and determined that it could perform the services in-house at less cost; and (2) was not required to conduct a cost-comparison for the procurement. Accordingly, the protest was dismissed.
