Highlights

A firm protested a Department of Veterans Affairs (VA) solicitation. GAO held that it did not have jurisdiction to consider the protest, since the: (1) Small Business Administration had sole authority over its 8(a) program; and (2) protester failed to provide evidence that VA acted fraudulently or violated procurement regulations. Accordingly, the protest was dismissed.
