Highlights

A firm protested an Army solicitation, contending that the solicitation's specifications: (1) were unduly restrictive; and (2) excluded the prime contractor from the procurement. GAO held that the protest was outside of its jurisdiction, since the subcontract was not by or for the government. Accordingly, the protest was dismissed.
