[Protest of Army Solicitation for Pitot-Static Test Sets]
Highlights
A firm protested an Army solicitation for pitot-static test sets, contending that the: (1) solicitation's requirement for bid samples placed undue financial burden on potential bidders; (2) Army could have used an available technical specification in lieu of the bid sample requirement; and (3) solicitation's time limitation requirement for submission of bid samples unduly restricted the competition. GAO held that the: (1) Army's decision to include the bid sample requirement was reasonable, since it did not have an alternative technical specification that adequately described its needs; and (2) time limitation for submission of bid samples did not unduly restrict competition. Accordingly, the protest was denied.
