A firm protested a Navy contract award for port husbandry services, contending that the Navy: (1) did not evaluate the bids in accordance with the solicitation's evaluation criteria; and (2) should have conducted a more in-depth investigation of alleged improper bidder activity. GAO held that the: (1) Navy properly evaluated the bids in accordance with the solicitation's evaluation criteria; (2) Navy reasonably determined that the protester's bid was technically unacceptable, since the protester did not include required information regarding its management approach; (3) protester untimely filed its protest of alleged improper bidder activity more than 10 days after it learned the basis of protest; and (4) protester untimely filed its protest against the Navy's evaluation of the awardee's bid more than 10 days after it learned the basis of protest. Accordingly, the protest was denied.
