[Protest of GSA Contract Award for Office Chairs]

A firm protested the General Services Administration's (GSA) rejection of its bid and subsequent contract award for office chairs, contending that GSA: (1) unreasonably evaluated its technical proposal; and (2) improperly made award to the high bidder. GAO held that: (1) the protester untimely filed its protest more than 10 days after it knew the basis of protest; (2) the protester failed to provide sufficient information for consideration under the significant-issue exception; and (3) GSA reasonably determined that the protester's technical proposal was unacceptable. Accordingly, the protest was dismissed.
