A firm protested the National Aeronautics and Space Administration's (NASA) decision to cancel a proposed solicitation for international calling services and wait for the General Services Administration's (GSA) planned governmentwide procurement, contending that NASA should: (1) reinstate its solicitation for the services; or (2) use the Defense Commercial Communications Office (DECCO) contract for such services. GAO held that NASA reasonably decided: (1) to abandon its solicitation until completion of the GSA governmentwide procurement; and (2) not to use the DECCO contract in the interim, since the costs of using the contract would exceed its current costs for international long-distance services. Accordingly, the protest was denied.
