A firm protested the Defense Reutilization and Marketing Service's (DRMS) rejection of its bid for surplus material sale, contending that DRMS improperly determined that its bid was nonresponsive. GAO held that DRMS improperly determined that the protester's bid was nonresponsive, since the submission of multiple credit card account information could be waived as a minor informality. Accordingly, the protest was sustained, and GAO recommended that DRMS award the sale to the protester if the protester is determined to be responsible.
