[Protest of VA Contract Award]

A firm protested a Department of Veterans Affairs contract award. GAO held that: (1) the protester untimely filed its agency-level protest more than 10 days after it knew the basis of protest; and (2) there was no compelling reason for waiving the timeliness requirement. Accordingly, the protest was dismissed.
