A carrier requested review of the Army's set-off against its revenues for damages to an Army member's tables, contending that: (1) the Army unreasonably relied on an inexperienced claims examiner's determination that the tables could not be repaired; and (2) it was liable only for the amount its claims examiner stated would be needed to repair the tables. GAO held that the carrier provided no evidence that the Army's claims examiner's assessment was incorrect. Accordingly, the set-off action was affirmed.
