A firm protested a Federal Prison Industries (UNICOR) contract award for nylon duck fabric, contending that: (1) UNICOR failed to obtain maximum competition on the reprocurement; and (2) the contract price was unreasonable. GAO held that UNICOR: (1) reasonably made award to the awardee, since the protester's revised bid prices were higher than the awardee's prices; (2) properly determined not to consider the protester's original bid, since it would constitute an impermissible auction; and (3) was not required to request new best-and-final offers on the reprocurement. Accordingly, the protest was denied.
